There's something funny about this Mare: The first lap, the last lap,
and all the laps they encompass, are run in the exact same way.
1. Go through the rings and get the 3 chips thereafter, then proceed through the double yellow rings.
2. Head under the sign and pick up the 5 chips.
3. After passing under the sign, go directly upward and pick up the right-most star of the 4 star formation.
4. Paraloop anti-clockwise twice to get the stars, reveal the 7 hidden chips, and collect them.
5. Fly over / under (probably over due to how the previous paraloops set you up) the Boost Ball and collect the stars.
6. Lower altitude and fly through the 5 blue chips in a line.
7. Dash straight ahead though the double yellow rings and pick up the stars in that path.
(8.) Fly into the Ideya Capture.
9. Fly up above the capture to pick up Link Ball. Go through all of the rings to the right to open it. 10. Fly under the Boost Ball and grab the two chips. 11. Fly right and go through the double yellow rings.
12. Bounce off of the vines, collecting the 4 stars.
13. Fly through the final rings and collect the last 3 chips.
Final Lap only: Paraloop the last 3 blue chips and fly into the
Ideya palace before they reach you so that you can start with extra for
Lap 3. This is imperative, as otherwise one ends up with only 19 chips
at the Ideya Capture with the standard strategy.
Rinse and repeat, skipping step 8 for every lap afterwards. This
strategy works very well because steps 2 -> 7 end up yielding a link
in the neighborhood of 26 - 28. Also, By getting the chips below the
sign and the hidden ones above it, you get a larger bonus at the end of
the course.
Please let me know if there are any issues with this write-up.

Edit: Credit goes to Kraken for making me aware of the Link continuity by flying underneath the Boost Ball after the rings.
